It is a digital display reto fitted to an anolog meter.
Electric meters have a certification life. The life depends on the type and make of the meter but generaly between 15-20 years. After that, your meter operator is required to change it. With yours, they decided to fit this rather than changing the meter.
They are also used when there is a billing dispute.
