What is this fitting?

Can anyone identify what the steel fitting used for attaching the handle in this photo are? I need to make one in a similar fashion but am stumped! Is it some kind of rivet?

Yes I was just wondering if it is a "binding screw" of some kind, but I'm looking for one with plain flat heads ideally, as in the photo...

I dont know the type but the Grinch has made a good call above, maybe with a dab of threadlocker to stop the two parts coming undone.
