Could someone please explain to me (the uninformed) why these conduits(?) come down like this from the ceiling only to be capped off like that?

Also any reason why they are in metal conduits and not plastic?

I’m not in the trade, just a lay person. Thx.

Look at the other side of the wall, you are likely to find electrical fittings

Metal conduit is rigid and needs less fixtures to the wall than plastic.
 
At a guess, based on the fact that looks like an external door....

The one on the far left of the picture goes through the wall for exterior lighting, and the one at the corner of the door frame is probably for alarm system contacts and/or an electronic door lock.
