True, but irrelevant. If anyone, be it a DNO, a water/gas supply complany, a builder or anyone else penetrates the perimeter of a property with something metallic which can, or may, introduce a potential (earth or otherwise), then it becomes an extraneous conductive part penetrating what is meant to be an equipotential zone.

Ponder on the full title of Bs7671, the incoming cable does not form part of the installation!
True, but agin irrelevant. Water and gas supply pipes don't form part of the installation, either, but they have to be bonded.

Are you sure?
I'm sure that it would be regarded by BS7671 as an extraneous-conductive-part which required main bonding. What I'm not sure of is whether the Queen's regulations might result in anyone who tried to attach bonding to her conductor being shot by the security services - regulations have been known to be in conflict with one another :-)
