I've built one before with a mate but he supplied the timber and I forget. PAR, carcassing or something else?? It's going to be 4 by 2

I don't think it stands for anything its just a soft wood class as opposed to D which is oak. 16 is a low grade pine but thats all you need for stud

I've also heard talk of people using CLS timber which is a Canadian standard but popular here, but presumably the C16 has no relation to CLS?

All we use for partitions now on new builds and refurbs is CLS 50x100 finished size 38x89. You may struggle to find door linings to suit, but they are around.
C16 is the new Euro grading for timber. The C stands for softwood and the 16 is the strength it has been graded to.

Why has no-one mentioned using kiln-dried timber or regularised timber, or is any old damp, random sized, bent crap off the shelf OK?

Stress graded timber is not important unless this partition is load-bearing
