What to do here!

I need to fill these in before installing skirting...

How would I best to about doing this, would I use bonding coat?

I am installing smaller skirting than was previously there

Screw a batten on 25mm from the floor, plaster down to the batten and fix skirting to it.
Bonding will be fine, dampen the wall down 1st.

Cheers. If there is a batton on the wall then won't there be a gap between skirting and the wall once I fix skirting?
 
Batten same thickness as existing plaster.
That's how it would have been done originally, plaster grounds which were then used for fixing skirting to.
 
Those holes in the wall in your pic would have had wooden plugs in them which the batten was nailed to.
