its gone - big ugly extractor fan that we have never used in the 25 years we have been here
heat shrunk the cable ends and left them behind the insulation - fused outlet, wires disconnected and made safe, left a wee note explaining what they were connected too.

What I normally do in this situation is take all the conductors of the disused cable, sleeve them and ground them all at the supply end.

how do you mean ground them all ?

I have left the earth grounded but the live and neutral, heat shrunk the ens so they can't possibly touch anything

Was the old flex outlet directly above the FCU?

The regs proscribe concealed cables outside of zones. Disconnecting/joining/taping/heat-shrinking/earthing/leaving notes - none of that alters them, they are still concealed cables.

Or could you designate them as PELV, to get past the regs wording?
