What tool do I need?

Hi, I need to cut away / sand down these protruding pieces of concrete so they are flush with the wall surface.

Can anyone please suggest the best tool to do this?

If you handle it carefully and with caution, a disc cutter should clean that up.

Failing that, you'll get there with a sharp cold chisel if the grinder access is difficult.
