Due to internal damp issues, I plan to

1. Remove a cement rendered plinth

2. Lower the external concrete floor (about 6 inches) by digging a 5 inch channel away from the wall,

What I want to know is what are the best tools to buy/hire in order to make short work of these tasks. I am particularly interested in the best way to chase a straight line approx 5 inches away from the wall then take up the concrete floor?

there’s no short work answer for breaking concrete unless you invest in
a breaker.

If the concrete is any more than 4" thick, hire a breaker - it'll save you a whole heap of time. The heavy duty breakers from HSS are not that expensive for a weekend hire.
