What type of paint is this?

We moved into a house that has an outbuilding with black painted walls and we're looking to repaint it. The paint that the previous owners used seems to peel off and has a plasticky feel to it, never seen it before and was wondering what type of paint is this? We are planning to paint it a light blue colour so am wondering if it will be best to try and peel it all off rather than paint over it?

Bitumen Paint/ rubberised Damp Proof Paint ?
Might be worth repairing and re skim wall before painting

The problem may not be because of the black paint - it may be that old white surface was not properly prepared.
