Whats a realistic price for getting this hedge trimmed and tidied up?

It looks like Leyladii, or similar. (The neighbour's isn't.) Am I right?
If so, cutting it back will leave something that looks awful, and it won't produce new green growth to any significant extent. (You might be able to remove the tops and not look quite as terrible.)
I'd consider completely removing them and replacing with something entirely different. It's a long-term project though.
As for cost... no idea, but you could DIY a lot of the work. Chop the branches off, and hire a mulcher.
