What's this valve for...?

Can anyone let me know what this thing is, below the drain valve? It's just above the mains stopcock under the sink. Why might it be corroded after only being installed a year ago, and what does the screw do? Is it a water pressure restrictor, or an isolation valve, or something else? It doesn't look the same as the other service valves in my flat... Thanks!

It's a double check valve (non return valve).
The screw covers a hole which allows you to check that it's not letting by in reverse.

It's corroded because your rough plumber didn't clean the flux off the pipes after soldering the joints.
