Triple pole isolator switching the neutral
Looks like the install method could be better - seems to be in an exposed area judging by the grime and rust.
No proper cord restraignt on the T+E either, and I am not sure on the flex....That does not look like a TRS gland.
The metal clad part of the switch is also un-earthed due to first point.

no earth sleeving on the mains in

looks like a proper Kopex 20mm gland
It's a kopex gland, (pvc coated metal spiral wrapped flexible conduit)!

how do you know that it switches the earth and neutral?
it might just switch the center pole.
it might just switch the center pole.
Or the CPC might be being used as a switched live, in which case it should be connected to the switch
