When is a ban not a ban Mods?

Hello Mods

Not having a dig or anything but how come Himmy/wannabe/walkswith turkeys and now Bobby Dazzler keeps being allowed to join/stay when he's been banned several times over many years? I appreciate that it's not always easy to keep tabs but to everyone on here, it's obvious he's the same chap.

I was under the impression acceptance was based on your IP address and changing your name on any forum would not change the location of your IP address.

I was a forum Mod a number of years ago, (not this site), and we banned people, usually spammers, by blocking the IP address. Is that not the case these days?

It's very easy now to change your IP address, so easy to rejoin and lose that way of telling.

IP addresses aren't permanent for most consumer internet connections. These days there must be a syntactic analticic matching ML tool to help, a manual version of it worked on the Unabomber.

I have a low attention span and as such I cannot be dealing with his war and peace long posts

For example his recent posts could be summed up in some thing like

Or if one must
