Where is height measured from?

Hi all. Apologies, I have tried searching but to no avail.
I'm in Scotland and I'm curious as to where outbuilding height is measured from. My neighbour's garden is higher than mine and he's started getting busy with his 18V cordless and some screws. His erection (aye why not ) can't be any higher than 2.5m as it's within 1m of our boundary. Is the height measured from his garden or mine? Thanks in advance...

Thanks folks. So basically if our ground is lower, it doesn't make a difference to 'their' height .

Thanks, that perhaps clarifies (and agrees with the other replies) about where the height is measured from. Being in Scotland the 2m distance from boundary drops to 1m but the 'height to measure from' doesn't differ in anything I've read. Ta
