Is the airing cupboard in the bathroom?

Why are you bonding anything in the bathroom? Are touching anything electrical in there?

Why are you bonding at the boiler. This is also not required.

It is minor works, and a minor works certificate would be issued.

Main equipotential protective bonding should be verified/installed.

No need to inform LABC if not in the bathroom (airing cupboard on landing).

Sparky does not need to be NIC, Napit etc. Although you are best using a registered spark.

Airing cupboard is 4 metres from bathroom , electrician says that consumer unit is not to seventeenth edition regs, and hence the need to bond bathroom radiator and boiler pipework. Thanks for swift reply.

But, from your description, he is not doing any ELECTRICAL work in the bathroom. (Or is he?)

He is only changing the dedicated immersion feed to a radial circuit for the new services.

It's notifiable work due to the heating power / control wiring.
I would issue a minor works cert
And no he doesnt have to be with NICEIC.

On page 9 Approved Document P it states n. New central heating control wiring installations are notifiable even where work in kitchens and bathrooms is avoided. Therefore a minor works certificate and a completion certificate will be required. The latter, can only be issued by someone registered under the Part P schemes, or the LCBC. In my area the LCBC charge £115 to oversee work. So in real terms better to use registered electrician if you want all paperwork correct.

electrician says that consumer unit is not to seventeenth edition regs, and hence the need to bond bathroom radiator and boiler pipework.

Not required. No work is being done in the bathroom, so what is the point of bonding a radiator in there? What was the electrician going to connect the radiator to?

The consumer unit is probably not compliant with the 17th edition - just like most installations over a year old.
Adding supplementary bonding to a radiator won't make it comply with the 17th edition.

As for boiler pipes - they will all connect directly to the boiler, which is a large hunk of metal. Adding a few bits of copper wire between the pipes will make no difference to anything.
