Your assumptions totally ignores the reason for why black people have encounters with the police, or why they are killed.
It also ignores the racism inherent in the justice system.
Your correlation of prison population with people stopped by police is also flawed.
It's a recognised fact that more black people in London are stopped by police, compared to white people. And it's not for genuine crime detection.

An interesting statistic that emerged during the George Floyd sanity hiatus was that in the US more police officers have been killed by black men than black men killed by police officers.
