Who can enter your home with reguard to power supplies?

I thought customs and excise, fire brigade were only people who can enter your home without a warrant, in my case also licensing authority as I hold a radio licence which gives them access also.

Scottish power debt team filmed raiding wrong home I hope this is a Scottish thing, yes warrant issued, but not presented to owners, and the gas meter was not even in the flat.

Gas and electricity companies can enter your premises with your consent. Otherwise, they can enter with a warrant; for example, to disconnect your supply because of non-payment of bills or to fit a prepayment meter.

So since the meter was not in property they should have not entered the property.

Not sure how common it is by I've been asked to re-establish the gas supply after a meters been cut off (and the locks have been drilled)...wrong house of course each time. Pays well as you'd imagine for an asap job.

What's interesting to me in the news report, is that the intruders are described as being 'debt enforcers' or the 'debt team'. Were they only there to disconnect a supply, or were they acting in a bailiff capacity?
