Who's advice to seek?

I have a 1927 semi with an original tiled roof - no underfelt. I am planning a refurbishment for next summer. I would like a professional to prepair a tender document that I could pass out to local companies so they will all quote on the same requirements. Is there a class of professional i should seek who will know all the current regs and materials who could write the requirements for me?

My inclination would be an architect, but that may just be because I have an acquaintance/friend who is an architect and who takes a massive interest in old buildings.
 
Not an Architect, definitely not. They design not specify

A building surveyor would normally do this work

Many other professionals can also write specifications, (Quantity Surveyor, Structural Engineer, Project Manager etc) but it is normally a building surveyor who would do this.

For a full tender spec, you are looking at Prelims, NBS specification and a schedule of work - 30-40 pages. This would then link to a formal contract between you and the contractor

You could potentially get away with a 6-10 page schedule, it will be less detailed but will have the basics for the contractor

It depends on the scope of the work, the more varied the work, the more details you should include

Ask an architect if he should specify a smooth or granular tile, and he will say something like " Well the smooth ones are a bit shiny, but the moss effect on granular will add interest to the roof plane”
 
You generally give good advice ^woody^ but at times you're quite arrogant and/or ignorant. There are architects who are clueless just as there are plenty of such surveyors. I have a firm of surveyors who have used me for years as they couldn’t design/specify a greenhouse let alone any kind of building.
 
The Op asked which profession would draw a spec up.

Architects are not the first choice for this work. Some may do it, some could do it, but as a profession, its not them to go to
