Wind noise from window

I have a window that makes noise when it's windy. The noise appears to be coming from this black foam strip. Comparing to window on opposite (right) side, it looks 1 or 2 mm thicker, like the window isn't fully properly closing.

I have opened and examined the mechanism.

There are two sets of these latches? and neither pair is in alignment.

Ideas?
