Window Gap - Toeing and Heeling to adjust windy gap

I see some really useful tips here (thanks) on how to adjust double glazed windows so that my window no longer has a gap that lets a lot of wind in. It seems that, at least for most windows, toeing and heeling is the only solution.

Can I / where can I buy the "packing shims" and do they come in different thicknesses to compensate for any increased gap as the windows wear or get older or the rubber gaskets shrink over time ?
