Window trickle vents

In the house I recently bought, all windows have these vents which seem to be Titon brand.

Two were stuck and I've broken the clip hinges trying to open them and will likely tape wrap them shut.

If the increased outside noise from these vents is a bother, I presume putting some foam tape behind them is the remedy albeit the ventilation will be lost?

Additionally, they claim to have a range of noise reducing vents. I have no idea how they work but unless you live on the M25 do you really need to worry about noise so much?

Sorry, I am not intentionally being dismissive, how much noise will leak in from a weep vent- that is a genuine question, I have no idea- I just didn't think it would be that much in a house with standard 4mm+4mm double glazing and no soundproofing on the walls.
 
Valid points.

I'm not living in yet so don't what the noise levels will be like.
