Wire up a pump to old boiler controller

I need to wire up the CH pump back in to the boiler controller board.

In the schematic, it's plainly laid out as 7(N) 8(E) 9(L)

The bit that is making me doubt myself is the room stat wiring. In the photo there's an earth conductor on #7. Has whoever installed it before we moved in just forgotten to sheath the earth with a blue cover? I've looked at basic room stat wiring diagrams and it shows 1 live and two neutrals.

If anyone can guide me I would appreciate it as it's getting colder and mum wants the heating on soon.

Looks to me like they've used the 3-core flex to the room stat so brown - live, blue - switched live, g/y - neutral. Yes, they should have been oversleeved at minimum.
