wiring a garage - strange 115v voltage

Been wiring up my garage with a ring main and 3 electric header points
The ring main is fine however when I test the heater points I get a 115v reading from the disconnect live from the fuse board and the neutral- the other end is open and only connected to a terminal strip (first fix stage only) I have checked power at the socket end and 240v as you would expect . Checked for any shorts and nothing between live and earth, neutral and earth and live and neutral. So where is the 115V coming from???

Sounds like capacitive coupling. A proper voltage tester would load the circuit under test to eliminate such readings, I expect you're using a multi-meter.
