Wiring for ceiling light help please

My OH is trying to put up a new light in our kitchen. There are 2 blue, 2 earth, 2 lives and a brown with black sleeve wires coming from the ceiling. Originally, the two neutrals were wired together and the two lives were wired together, the brown with black sleeve was on it's own. The wires coming out of the light are one earth, one neutral and one live.

He has connected live to live, earth to earth and neutral to neutral. Please could someone tell us where the brown with black sleeve should be connected to? It doesn't work if it's just taped (apparently!).

do us a photo of the wires and we can advise further..

I'd hazard a guess that the black sleeved brown in the switch wire to the light, the lives are not connected to anything and the blues are the neutrals to the light.. earth to earth..
 
It's odd that he's connected live-live and neutral-neutral and the light doesn't work at all. In this configuration it should be permanently on.

doesn't say it doesn't come on, just says it doesn't work..
might be that she means it doesn't switch off..
