wiring inside a fluorescent light

Hi,This is my first post so you might have to bear with me on the terminology.
i am about to had a extra light in my loft, i have removed the back off the fluorescent case,and there is a white wire that is attached to one end of the light what do i attached the other end to.I hope someone can understand what i am asking.

It appears to be missing the ballast!!
It is probably not worth trying to find another ballast to fit it, for somewhere around £10-£15 you can pick up a new fitting from an electrical wholesalers.
