Just do it as you would a normal conduit lighting system, run the perm lives to the switches and sw live from a fish key back up to the light.

Do you have to take and an earth down to the switch from each circuit or is one earth from either circuit ok?
 
As are installing an emergency light then it should be on the same circuit as the local lighting.
 
what about at the grid switch where there is two different circuits?

It depends how the wires are run in - it may be you can get away with only one CPC for the two circuits however it may be just as easy to run two in. If you just run the one you need to ensure the CPC is sized according to the largest circuit and also take steps so it isn't accidentally disconnected when someone is working on the other circuit.
