wood floor over plywood

A room with joists only, the plan is first to board with 18mm plywood panels screwed to joists then fix 18mm x 125mm PSE floor boards on top of the plywood using 4 x 35mm wood screws. Will this work? What type wood screw is best to use?

The plywood is needed to raise the floor.

Yes, that would work but make sure to leave expansion gaps between the sheets of plywood.
Another solution, cheaper, easier and possibly more durable is to use treated chipboard flooring.
They come in 18 and 22mm, tongue and groove and are of a distinctive green colour.
The t&g prevents any lipping.

I will be fixing the PSE boards by screws into the subfloor, would chipboard be good enough/strong to hold the floorboards?
