You need to have some fault finding carried out, principally looking at electrical side of controls and boiler. Unless you feel confident about trying this yourself (good basic knowledge of electricity needed) you must get in a good heating engineer.

I've got the MI for the 240 RSF, but only in paper form. And I haven't got a scanner, so I can only look something specific up for you.

not sure I get the problem, when you say the rads continue to run when the heating is on do you mean they are getting too hot or they are continuing to heat after the programmer should turn them off?

[the rads continue to heat after the prog.should have turned them off

Is it an external programmer?, do you have a mulimeter?. My first check would be to make sure the programmer switch is breaking when its turned off.
