Would a broken Actuator result in my heating remaining on??

Having looked around this forum I am beginning to think my heating staying on permenantly is due to a broken 2 port Actuator. Would I be on the right tracks ??

Could be its not shutting off,
The programmer should tell it to close
had one recently that had a cone shaped piece of crud stuck in the pipeholding it open
If system is sludgy it can build up and stop it seating correctly
or it could just be worn

I have had the system for about 3 years. How do I check if it is clogged up? and if it is how do i clear it?

If the heating is staying on permanently it will be the actuator.....nothing else. There are other faults that could make it come on when not expected but not permanently.(except the frost stat!)
