I've got loads of walls like this having taken off acres horrible wallpaper left by the previous owner.
I'm trying to avoid reskimming if I can (for cost/time reasons), so wondering if a dry wall sander would get the flaky glue and other crud off before easyfilling the holes? I'll be painting over it and want to get a decent finish.
Cheers
Bertles
