would a sander do the job...?

i have a wall with what looks to have a couple raised blobs of plaster. basically i want to get rid of them so i can have a flat wall ready to re-paint. the blobs are probably pollyfiller. would an electric sander be able to file down this type of surface? i just want to check on this before purchasing one...!

if its polyfiller it should scrap of, if not try sanding block ,any holes fill in with polyfiller easy ,:LOL: could be plaster if so hack out, fill in with polyfiller ;)
 
an electrc sander with a reasonable rough pad would eat polyfilla for breakfast and a belt type would even take it off if it was plaster. Failing that if its just a ball shape sticking out or is not very wide/ big use a good sharp chisel then sand to finish.
