Wtf is this and can I get rid?!

Hi guys. I’m doing a kitchen “refresh” as I’m leaving the kitchen last on my first house. Anyways, I’m taking up the floor carpet tiles (yes, kitchen carpet ) and this tap is just sticking out of the floor. It’s in the part of the kitchen where it has had a small extension in 1950.
Firstly does anyone know why such a thing would be there and also, is it an easy job to get it out?

First thing you gotta do is find out if its live or not (it looks like an old water main) dig it out and see if you can turn the handle.
