"You must wait 11 seconds"

Apparently I'm too fast reporting spammers.

I report one, then when I try to report a second, it says "you must wait 11 seconds before doing that".

What's that supposed to achieve?

Someone could record a macro to repeatedly hit the report button or some other way to keep reporting.
That could result in 1000s of emails and notifications to admin.
A 11 second timers would halt this maybe.

Why?
As in why would they do that and how many times has that happened in the past?

If it has not then it's restricting those that would report spammers and likely to make them think twice about reporting them.

Quite possibly, but writing a post takes at least a few seconds. Clicking report and typing “spam” clearly takes me less time.

It's just a rate limit. The system does not allow you to send reports one by one too quickly to weed out bots and reduce the load on the site. If this were not the case, you could easily spam with reports or even “put” the service. That's why they put a short pause - it looks strange, but it's a normal defense mechanism, not something against you
