Do you have any resistors in the surface contact?
Double Pole/EOL is really only used when you have resistors inside the sensor/contact
I did the following for my surface contacts:
Zone Wiring - Normally Closed
2 wires used for the zone contacts
2 wires put under one screw in the contact, connected up to the general tamper circuit at the panel
