Bricking up a couple of windows - planning??

I want to brick up a couple of windows (cavity so will do both skins with insulation to match current) as well as an old coal bunker with external 900mm high doorway.

Will not be removing any lintels that I find, but will replace soldier course above one (only about 500mm wide).

Do I need planning or building control to become involved?
