Can anyone tell me if a stop tap should always be fitted as soon as the mains enters the house?

Is it ok to have the stop tap where the mains first appears above the ground floor floorboards, even if it runs 2 or 3 metres under them first?

you could fit a surestop under the floor with the switch in an accessible place as it has a 2m hose, which would isolate everything,
 
never really had any problem with sure stops, we have to fit them on incoming main on council kitchen contracts as the stopcock is not very accessible after the new kitchen goes in, must have fitted several hundred with only the odd one causing a problem and exchanged without any hassle
