Where to find a reputable and affordable electrician?

If you know how to do it then call your council and ask them what you need to do to satisfy them you have done it properly. Buy yourself a tester for a few hundred quid and sell it after you finish for a little less than you paid for it.
Electricians are best found by personal recommendation. I'd also do enough reading to pass the CandG 2382 so you can be sure you are getting good advice.

Best bet is to ask friends and family if they have used a decent spark who they could recommend.
Get three quotes for a rewire and see which spark you most feel happiest to work with. The cheapest quote isn't always the best. Ask them to specify how many points per room, what brand materials they will be using etc...
This is a good website to check for a spark as it means they will be able to self notify the work to the LABC and you shouldn't have problems once it's been completed. It also means you will have comeback with the electricians scheme provider if there are any problems.
You may also find a spark who is happy for you to chase the cables/backboxes for them. This will save them time and so will save you money. You must check this with them before starting work.

Wizzy has stated he knows how to rewire. From that, how can you assume he would be able to test his installation.
As for telling somebody to read through the big red book, to the point you could pass an exam (even though the 2382 is a doddle), I find that a bit ridiculous.
For the record Wizzy, I would suggest you get a copy of the on site guide.
Much easier to get through than the regs.

IMO the only way to pass 2382, is by learning the regs. You can't do this from the OSG.
How about paying someone with all the qualifications, experience and tools a day rate and crack on together?

Seriously, wizy - if you're having to go ahead without much in the way of references or personal recommendation, don't put any store by registration itself - sadly it is possible to become registered with woefully inadequate qualifications and zero practical experience. You don't have to spend long here to see people cropping up who are registered and "qualified", but who are clearly seriously incompetent in reality and who should not be charging for their services.
It's your money - quite likely several £'000s of it, and you have every right to ask prospective tradesmen what their qualifications are. Just being listed here is not a good enough guide. No genuinely experienced electrician, with the "full set" of C&G qualifications will mind you asking - in fact he will wish that everyone was like you.
I feel sorry for people who have been misled by training organisations and (shamefully) the Competent Person scheme organisers into thinking that a 5-day training course, a couple of trivial examples of their work and some basic understanding of how to use test equipment will make them an electrician, but not sorry enough to agree with them trying to sell their services to Joe Public.

Was reading the other day on another forum about a 'qualified and part p registered electrician' he wanted to know how to wire a standard B+Q light fitting in his own bathroom!!!!!!! I could not stop laughing at some of the comments and PMs that were made over that one, thing is this guy is out there selling his services OMG now not so funny.......
I would recommend checking they are registered and then request refferences, both myself and BAS would have no problem providing these, however Mr B+Q light could not!!!
