You have a '99 Fiesta..that has error codes to decode. You can also have the radiator water analized, for exhaust gasses in the radiator. (for free at most garages), also a pressure test on the cylinders (also free), as you may have a HG failure?
So blocked radiator? Try backflushing it.
Faulty fan? The motor may be faulty due to faulty brushes?
HG fault? Gas check/compression check
Me fitting an additional fan was just masking a problem, rather than fixing it. Which was a slow fan at high speed. Just like you have.
Think of the rush of incoming air hitting the fan, is the brushes are fubar, then the fan stalls, and engine overheats. On the streets, no rush of air, no stress on the motor, all is good.
