I appreciate the suggestion but this is 4" x 2" which is essentially around 50mm thick. Forgive me if I have missed something but just what would I do with something 260mm to 300mm long ?

Alligator solid wall anchors, they expand along the drilled hole and will hold more securely than chemical or mechanical anchors of the same size.

You could use either bolts or screws, use the 8mm or 10mm, they fill the drilled hole so have 100% contact. Cut them down to size and then use washers and nuts to hold to the wall, you said it had to be secure, with that it will be.
