It is a bad idear as if the cable moves and gets caught in the spikes, it will make a big bang and you will need the carpet re streching to get it to fit properly again.

You can get skirting board for cable to run in.

What if the cable is clipped to the floor 5mm from the gripper?

As in clipped to the floorboards next to the carpet strips? No - You don't want cable running along floors under carpets where it will be liable to be damaged.

I agree it is not ideal. The room is on the ground floor and the floor is of some solid material, not concrete but hard. Less likely to damaged than an extension lead if the cable is clipped every nine inches. Its only for one socket three meters away.
 
The cable WILL wear away over time and then

BANG

or

FIRE

or maybe a kiddie will slide his hand under the carpet and find some nice bare wires.
 
The house has recently been refurbished to a high spec
yet sockets were not fitted where they were needed? Was it actually rewired?

Either way, the options are
1. Surface clipped cable
2. Surface cable in mini trunking, decorative or otherwise
3. Chase into the wall, plaster over and redecorate.
 
Metal tipped stilletto heeled shoe would be a serious hazard to a cable under carpet.

do NOT run cable under carpet.
 
This may be an obvious question:

What is the floor made of? If its wood then lift the floor and run the cable underneath.
