Hi I have got new single oven 2.3 kw , can this be connected to the cooker outlet plate behind old cooker ( gas) , which has a 32 amp breaker on consumer unit with 1.5 mm flex.

Best option would be to replace cooker outlet plate with an 13Amp FCU and wire it to that - or as per manufacturers instructions.
The alternative might be to down size your MCB to 16Amp but I'm not sure what the current carrying capacity on your 1.5mm flex is (no books to hand) The MCB should always be less than the ccc of the cable.
