Wiring new IHC.

Cabling clipped direct, then into under-floor void.

Needs RCD?

IH on spur from RFC: acceptable?

If no cables are <50mm from surface then RCD not needed.

Not good to put 3KW load on RFC. Regs Appendix 13 advises against this.
Building Regs Guide says any hot water vessel over 15litres (IIRC) must have its own separate circuit for the heater.

I think this is because of the following:

The installation of an unvented hot water system of
over 15 litres is classified as a “Controlled Service” and Regulation G3
applies.

Whilst I agree with the rest of what you said, is it likely that we're talking abut an unvented system?

Kind Regards, John.

I KNOW

I was trying to put the "15 litre" issue into some sort of context as I don't know why they insist on this.

In any case. A 3KW load on an RFC is not a good plan.

Do we know if this is an emergency watre heating facility, or the prime method of heating the water?
