Given that what it says is "...output of 356 Watts (1,214 BTUs)...", I guess they meant 356 Watt-hours - which would, of course, be true if one left the 150 heater on for about 2.37 hours

Given no losses, and provided you could persuade the towels to part with all of their stored heat at a constant rate, over exactly one hour, that should work

Is there an outside heat exchanger unit that comes as part of the kit?

Or perhaps you are required to plumb it to a geothermal source
