1. You do not need to change your cylinder.

2. Find the correct size boiler using the Whole House Boiler Size Calculator. You may have a pleasant surprise.

You may wish to change to a fast recovery (do you know what the rating of the coil is) but it is not essential to the operation of the boiler. However with a standard rated coil the boiler may cycle a lot before reaching the set temp of the cylinder depending on your chosen stored water temp.

there might, or might not, be some reason why it would be a good idea to change your cylinder, but you'll have to answer this:

I took it to be whether there were any regulations or technical reasons to change the cylinder, not whether the hot water was adequate.

It is entirely possible, thinking about it, that I may have misread that though. It's hard to tell sometimes just through text on a computer.

As he is fitting a system boiler and mentioning pressures cylinder is designed for i would imagine he is thinking about boiler being pressurised and getting confused

He probably thinks the more powerful boiler is better and will be fitting it himself or by a non reg installer who is so useless that he will fit such an over powered boiler! In fact probably he will fit anything to get his hands on the £100 !
