I have only found one such installation since having an earth loop impedance meter and like you also a very high earth loop impedance reading.
In my case all that was required was to replace the ELCB-v with an ELCB-c (RCD) and the reading was well within limits.
I could not get proper access so the ELCB-v was left in place although now only an isolator it no longer has the earth going through the device.
I wish I has actually measured the resistance through the earth coil of the ELCB-v I assume it is very high and it is the coil of the ELCB-v which has given us both high readings not any fault with the earth rod?
Well, you can see a solid green conductor leaving the VOELCB and heading down, but I could find no trace of the other end anywhere. If there was, I think it would have been safe to say it had broken down.
