yes its the center or from one edge to the same edge on the next
in other words its the full gap plus a timber thickness
so you have a 357mm gap between the facing surfaces off two timbers assuming the timbers are 51mm you then have 2x 25.4 =50.8 + 357= 408 centers

Joist centres is exactly that. The centre of one joist to the centre of the next adjacent fella. The gap between is irrelevant especially if you are using different thickness joists in a run.
