what is meant by joist centres?

Is it from the left side of one joist to the left side of the next of another?
What is the ideal width and what are the dowsides of larger or smaller Centres?

yes its the center or from one edge to the same edge on the next
in other words its the full gap plus a timber thickness

so you have a 357mm gap between the facing surfaces off two timbers assuming the timbers are 51mm you then have 2x 25.4 =50.8 + 357= 408 centers

Joist centres is exactly that. The centre of one joist to the centre of the next adjacent fella. The gap between is irrelevant especially if you are using different thickness joists in a run.
