Scaffolding?

I would like a chimney cowl installed on one of my chimney pots.The house is a 2 stort terraced house, the roof is in excellent condition as are the chimney pots.

I had a similar job done about 25 years ago and the guy just used a roof ladder( it was a cash in hand job)
Question do the 'rules' decree the days a roof ladders are over?
I anticipate having to fork out for scaffolding will make the job affordable unless I diy which is not impossible but being disabled it take me a effing long time to even get up the ladder (1 leg doesn't work).
Can anyone give me an idea of cost please?

Every job is individual, and can be risk-assessed to determine if access by scaffold is required, or if a ladder is suitable. There are no rules that require one method over another.

Get quotes for your costs - but ensure that quotes are like for like for comparison.

Scaffolding for one little chimney cowl would be overkill. If you can't find someone to do it on a ladder, hire a cherry picker (£100 one day).
