How do I open this ?

Either the three pins come out as one piece to reveal the fuse, or it's a sealed unit, and needs replacing when the fuse blows.

Doesn't the fuse cover run horizontally between L&N and Earth?

I see it has a plastic earth pin. Could it be a Chinese import that (despite the stickers) doesn't really comply?

I'd try to lever out that strip with a small screwdriver in what looks like a slot in the middle between the pins.

edit
yep, you've done it

Right, it's as I suspected.

Is this really the first plug like this you've seen?
I'd imagine they're more common, when supplied with appliances, than "traditional" plugs.

It's a non-rewirable plug, so it doesn't need an earth pin. And indeed it does not have one - that is an insulated shutter opening device.

Is there a way of opening it or not ?

Hawkeye, have you really never seen a plug like this before? Go round your house and have a closer look at a few!

To answer your question: you have "opened" it as much as you can, i.e. you can open the fuse compartment.

I'd just cut it off and start with a new plug. I remember one thing I bought (old drill) had some giant ugly plug on, turned out it was a snap on British plug over the top of a continental plug.
Massive, but it didn't last 5 minutes once I got the cutters on the flex.
